I sanded down the cleat base as well, then mixed up the epoxy, put it into a ziploc baggie, and squeezed it out (I'm going to be a pastry chef). Worked perfectly. To ensure there was room for the bolt holes, at the leading and trailing edges the fillet isn't quite as large. Also note that this is riveted in place - two rivets on the bottom are holding it in place. Positioning the rivits was tricky - getting them in the exact centre of the boom is hard.
