Tom,

I'm glad you asked that question.  The measurements usually have two parts 
except where one of the measurements is automatic such as the wing sides.  

You are correct in assuming that the measurement is along the centerline.  A 
real good way to deal with this when laying out your deck is to use a "post 
it" on each set of staple holes that tell the number of inches (station is 12", 
 
is 24", 3 is 36" etc.).  You then only need to measure from the nearest set 
of staple holes instead of along the centerline since the staple holes run 
perpendicular to the centerline.  A measurement of 75" would be 3" aft of the 
station 6 staple holes (OK if you want to be exact you need to hold your tape 
1/4" 
forward of the staple holes).
