This doesn't have to be confusing.  The problem is that there are many  ways 
to skin a cat (or tiller).  The method I described will work good but  putting 
some kevlar sleeve in place of one of the layers of carbon is  better. I 
don't like trying to wrap anything around a piece of foam  this small in 
diameter 
and believe the sleeve is the way.  The uni tape is  easy to work with, 
however and adds a lot of strength.
 
Do this:
1st layer,   kevlar sleeve full length
2nd layer,  carbon sleeve full length
3rd layer, carbon sleeve 12" piece from fat end
4th layer, carbon sleeve full length
 
This will be very easy to lay up.
 
If you weigh what you end up with you'll have the answer about a wood  
tiller.  Your tiller will weigh about 80% less which is important in the  end 
of the 
boat.
