Two layers of tape on. Notice that I've also put plastic separation in between the rail and the transom - don't want this thing to stick (especially since there's fibreglass tape, epoxy & thickened epoxy scattered all about and dripping everywhere). I got one side of the roll of 2" tape covered in a slight amount of epoxy, which makes the edges of the tape hard - and thus they are reluctant to stay where I want them to. I had to use painter's tape to get the fibreglass tape to stay in some spots.
