All done. I had pre-drilled pilot holes in the deck and block (I drilled up from the bottom, being careful not to go too far). Fill those with epoxy, then when I'm ready to bond everything together, screw into the still-wet epoxy. Worked out well. You just have to be sure to hold the block down tight to the deck.
