First step is to cover 24” at the fat end of the tiller with sleeve. To do this, I slipped the (wet) tiller into the pipe to the right depth, and pulled it out while squeezing the tubing in place. It would have been better to have a slightly longer pipe, so the end of the tiller wouldn't have touched the slack tubing (thus saving it for another day).
