Subject: Proposed changes to bylaws

To all members of the Swift Solo Class:

As agreed at the Annual General Membership meeting at Fort Desoto in April,
the Executive Committee is proposing the attached changes to the bylaws of
the Class organization. These proposals were to be submitted to the class
by May 15, but the discussion regarding how to proceed took longer than
anticipated. The Executive Committee thanks Bram and Darius for their help
in drafting these changes.

There are two separate but related proposals. The first authorizes Bram to
work with a builder to develop a molded hull. Once the first boats are
completed, Bram will conduct tests to determine their comparability to the
wooden strip hulls. Adjustments will be made, if necessary, to ensure that
wooden and molded hulls are competitive with each other. The rule related
to molded hulls includes a preamble explaining the proposed process.

The second proposal increases the majority necessary to further amend the
bylaws from 2/3 to 3/4. This proposal is intended to prevent owners of
wooden strip hulls from being outvoted at any time in the near future on
these or other issues.

These two proposals are a package. You either vote "yes" or "no" to the
combined proposal. Anything other than a "yes" to both will be considered a
"no" to the package. This also is not a discussion, it is a vote. If we
are unable to obtain the necessary two-thirds majority, we will open it up
for discussion. As you can imagine, a great deal of discussion has already
gone into the crafting of these rules. They represent our best thinking as
to how to protect your interests and also grow the class.

To vote, either send an e-mail to Robert Harper (rharper@xxxxxxxxxxxx) or
mail your vote to Warren Stevens at 9349 221 Place NE, Redmond, WA 98053 .
The vote should be "yes" or "no". To vote, you must be a member in good
standing (meaning you have paid your dues for calendar year 2008). You may
enclose your dues with your letter to Warren. All votes must have been
received by Warren or Robert no later than July 15, 2008.

Please contact me, Robert, Warren or Bram if you have questions about the
proposal or the method of voting.
