I always though there would be some fine tuning to the rules as we discover
things that are impractical.
If we are going to institute a rule about the throat it might be a bit hard to
word. For example, It is not illegal, (so far) and I could envision, someone
using a 29er like arrangement (I have heard Bram's derisory comments on this
idea), a 49er throat, or the one we have designed specifically for the Swift.
So perhaps the rule if we need one could specify the type of throat (say a
symmetrical foil with 7 inch chord) and its forward and aft opening positions
and maximum or minimum clearance to the deck on the centerline. However I am a
fan of simplicity. Let's encourage the use of either the 49er or the Swift
designed throats, with just a trailing edge set at a perpendicular plane, some
defined position from the AMP and those who choose to "go their own enlightened
way" pay the extra cost in time and effort to make their own sock. I think
there will be enough of us conformists and few of the indvualists that it will
not impact the cost of the standardized sock Bram is proposing.
For the hull volume rule you could either change the center position of the
measurement or extend the tolerances, for this measurement only. I would favor
the former as it will leave us all centered on the measurement and only Bram's
first 2 boats at the upper limit (but still within the rules).
As for the 5.13.11 spin measurement rule: It should be amended anyways to make
rule 5.13.11d subordinate to 5.13.11c rather than 5.13.10c. Sorry for that
typo. As Bram knows, we had endless debates on how to measure sails. One of the
suggestions was to measure the circumference as other skiffs do but that was
dropped in favor of guidance towards a sail that was guaranteed to work. When
we have the precise measurements of a good sail lets make it concrete.
