Bill, It will be very difficult to pull down with enough force unless you put it up by your head. Pulling up from near your feet is much easier. The reason for the plate is it take all of the slop out of the system and to turn the cleat on a 45 degree angle toward you. It is simply the easiest adjustment on the boat when set up right.
